`safeAfter(maxBps)` and `netOfTax(amountIn, t)`. The decay constant in that file
is an assumption, not a published parameter; the endpoints (9900 bps at t=0,
0 bps at t>=5) are exact. Waiting five seconds costs you nothing and removes the
tax entirely.
